MACC’s investigation procedures, says Ramon

(The Star) – PETALING JAYA: The Malaysian Anti-Corruption Commission’s (MACC) Corruption Consultation and Prevention Panel chairman Tan Sri Ramon Navaratnam has called for a total review of the commission’s investigation procedures.

He said that only a total reform of the procedures could restore the people’s confidence in MACC, which had taken quite a beating following the death of Teoh Beng Hock only hours after being questioned.

Ramon also wanted the commission to institute a full inquiry into the case and make the findings public.

He said MACC should not have questioned Teoh for hours throughout the night, thus depriving him of sleep, saying “Anyone being interrogated by the police or MACC for long hours will be under stress, and may not be in the best position to answer questions.

“This is why a full, open honest inquiry is absolutely necessary. We must not allow this sad case to recur in future,’’ he said, adding that it was difficult for the panel to improve consultation with the public if they have lost confidence in the commission.

Ramon said public perception that MACC was going after small fry and those not close to the Government rather than setting priority on “big fish” needed to be corrected.

“MACC must be seen and respected for its neutrality and professionalism, and should not be regarded as partisan, selective or protective of certain interests,’’ he said.

Transparency International Malaysia has called for an independent inquiry into the case and urged the police and MACC to investigate Teoh’s death in a professional and independent manner without fear or favour.
