Datuk Chin’s speech during LDP Youth and Wanita Congress on 7th Nov 09 at 1 Borneo..Kota Kinabalu


Lately … the local news media [English] refused to publish [was told by their reporters … under instructions] in full Datuk Chin’s [LDP Dep.President] speech on the 7th Nov. and had specifically omitted the TOPIC on the ”MAZU Statue” in Kudat and on the 80 acres of land [under shallow waters] in Pulau Marbel, Semporna, East coast of Sabah next to Sipadan Island which was approved under TOL for 20 or 30 years by the Sabah CM to a crony S/B co mpany [was told his son is the sleeping partner of this S/B].

Below is the speech in full.

The Youth and Wanita wings in any political party act as the pioneer, especially so when the party is faced with external threats. They should be the first to come to the fore in protecting the Party. As an important component of the party, the Youth and Wanita should constantly be proactive, agressive and organise more activities that are beneficial to the members and the Party. 

I am happy to see that over the years our Youth and Wanita had organised quite a number of activities. For the Wanita, they organised many charity programs and activities. But apart from organising activities, the Wanita should also keep abreast with current political developments. They should voice out views and opinions on any current issues of public interest and be brave in giving constructive suggestions. 

If LDP is in the Barisan Nasional (BN) coalition, it does not mean that we should remain quiet and passive. Instead, we should be proactive and reactive and speak up for the people if the Government has introduced a bad policy and the masses are not happy or satisfied with it. It is our duty to express the feelings and sentiments of the people. 

Over the past one year, Our party leadership have been making strong comments on some current issues in which we have been attacked by certain BN component members and the Opposition. I am glad that our Youth had responded and came to the defence of our party leadership. Keep up with the good work and I hope our Youth will be bolder and braver in the future. As for our Wanita, there are still rooms for improvement. During the leadership of Datuk Naomi Chong, she was the only woman leader who really stood up and speak up for the party and the people.

After Naomi stepped down, our Wanita Chief is Nancy. We hope Nancy will bring positive changes and leads the movement even more efficiently. The Youth and Wanita are our future leaders. To become our new party leaderships it is crucial to make improvement from time to time, and foster good ties with fellow leaders from other BN component parties. Many Youth and Wanita leaders in Umno are holding ministerial posts and other senior positions in the Government administration. This will help us in our experience in politics. 

We hope that our Youth and Wanita will continue to remain united and become stronger under the able leadership Youth Chief Chin Shu Ying and Wanita Chief Nancy. Only when our Party become strong the people will respect and support us and we will not be easily attacked by the Opposition. 

During the AGM of the Api-Api Division recently, I commented about the Kudat Mazu issue and disappointedly a few Chinese Kapitans issued statements commenting on my statement. I had clearly stated that whether the Mazu project succeeds or not, it is not our priority. Our main concern is the project was scrapped by Section 15 of the Local Government Ordinance. Surprisingly, until today, no one has come forward to respond and offer an explanation. Under the said provision, all development plans must go through the Central Board for approval. But as far as I know, before the Mazu issue came up, many of the development plans did not get the approval from the Central Board. The plans were only required to go through the Local Council where a representative from the Central Board also sits in the Council. Surprisingly, after the Mazu issue the State Government amended the Local Government Ordinance in the State Legislative Assembly to introduce Section 15. From this point of view, it is amply clear that the Government amended the Ordanance due to the Mazu issue which is actually unnecessary and only brings difficulty to the people. 

All this while, many of the development plans did not went through the Central Board, so why after the Mazu issue Section 15 was introduced? I would like to pose a question; if Section 15 is enforced on other house of God such as the Church or private development projects, what would be the feeling like from the party concerned. 

Although the Mazu issue has been brought up to the court of law, the only reason why the case was struck out was that the Mazu Foundation was not registered. I could still remember clearly, a few years back when Datuk Seri Najib Tun Razak, then the Deputy Prime Minister, was at a function in Tuaran, he mentioned that the mosque and temple there is situated so near to each other and yet the people live in harmony. From this statement of Najib, we strongly feel that the same situation also applies to the Mazu case in Kudat. 

The State Government had approved another Mazu project in Kudat by the Sabah Hainan Association. From our point of view, whether the Mazu project by Hainan Association will succeed or not, the Government should explain to the people the reason for the cancellation of the Mazu project initiated by Tan Sri Chong Kah Kiat.  

During the recent joint AGM of four LDP divisions in Tawau, I commented about the Permanent Residence (PR) issue based on the principle of 1 Malaysia concept being advocated by the Prime Minister. I mentioned in my original text of speech, if we want to achieve 1 Malaysia’s target we need 10, 20 or maybe 30 years to make it a reality. I also mentioned that we must start educating our children to love our country and respect the religions and races of other fellow Malaysian citizens. After my speech was published in the media, a few leaders from other BN component parties commented on it. 

We can see that the Federal Government allocates a big sum of funds to Sabah and Sarawak for development, especially for rural infrastructure such as road, water and electricity supplies. We strongly believe in 20 to 30 years from now, Sabah will be able to catch up with Peninsular.  

There were also statements from various quarters that if we opened up our immigration law to people from the Peninsular and Sarawak, we will lose our job opportunities here. But the reality is there are many youths from Sabah going to Peninsular to seek employments. The reason is that in Sabah the wages for a shop assistant is between RM500 and RM600 per month as compared to in Peninsular where the wages can be as high as RM1500 to RM2000 per month. This goes to show those critics were incorrect. In fact, many people from Peninsular and Sarawak who come to Sabah are investors and developers. We can see their investments in Sabah, particularly in the hotel, tourism, restaurant, factory and plantation sectors and their workers are mostly locals. As such, investors from Peninsular and Sarawak have been creating jobs and, at the same time, develop Sabah’s economy. 

I also mentioned that those investors from the Peninsular and Sarawak who have stayed in Sabah for 10 to 20 years, in addition to good their records and contribution to the State development, should be given the PR automatically. After all this is only for their convenience. I feel sad because after this issue was publicly debated, I or LDP has been accused of selling Sabah’s interest. I want to ask; how do LDP or I sold Sabah’s interest. Only some leaders with positions in the Cabinet have the power to do such a thing. This brings to mind former Chief Minister Datuk Harris Mohd Salleh’s statement that during the tenure of Parti Bersatu Sabah (PBS) in government, big tract of land in Sabah had been alienated to giant companies from the Peninsular Malaysia. On the issue of Mabul Island, this is a protected island and there should not be any development carried out on the island. But today many buildings were built on the island and the contractors are mainly from the Peninsular. Thus, who has actually been selling the interest of Sabah people. 

On Datuk Seri Najib’s slogan “People First, Performance Now”, we are thankful to the Federal Government for giving huge allocations to Sabah. Nevertheless, there is still feeling of dissatisfaction amongst the people towards the Sabah BN leadership. On many occassions during the Prime Minister’s working visit to Sabah, all the places visited were pre-arranged, thus he only saw the good side of Sabah and did not have the chance to see the bad side of it. The best example was during his last visit recently. The PM never has the opportunity to see the situation at the Queen Elizabeth Hospital which is of great concern to Sabahans. 

In this regard, we suggest that the Prime Minister does spot check during his next trip to Sabah. To better understand the real problem in Sabah, we urge Datuk Najib not to just listen to a small group of people and assume that there is no issue, no problem in Sabah. 

The real situation is that it looks perfectly normal on the surface but there are still a lot of dissatisfactions on the grounds.

  青年團與婦女組,在任何一個政黨裡,都是扮演著先鋒的角色,尤其是當黨的領導層受到攻擊時,青年團與婦女組應在第一個時間內挺身而出,捍衛黨與領導層。 

  青年團與婦女組,應該積極的舉辦更多的活動,欣見我黨中央青年團與婦女組在過去一年以來,前後舉辦了不少活動,值得讚揚。除了積極舉辦活動之外,青年團與婦女組也應時時關注政治的趨勢與動向,適時的針對時事與課題,作出評論、提出更多建設性的意見,積極的參與國家發展的主流;不意味著我們身在國陣的大家庭裡,就應事事閉嘴。 

      當政府在施政出現偏差時,人民對政府的政策感到不滿時、青年團與婦組就應勇敢的挺身而出,第一時間站起來為民請命,扮演真正有效為民服務的角色。

      在過去的一年裡,我們也看到我黨最高領導層,針對各項時事課題發表了看法與意見,但卻受到一些國陣成員黨及反對黨的攻擊,而我黨青年團與婦女組,亦作出實際的反擊,維護黨領袖。 

  無論如何,我希望我黨中央青年團將會再接再勵,日後將會有更多的青年領袖勇敢的站起來,發表談話。 

  而中央婦女組在這一方面,則表現得較弱,尤其當拿督章雪美領導中央婦女組時,她也是唯一站起來講話的婦女領袖,黨內不見有其他婦女領袖發表言論。 

  在拿督章雪美退位讓賢之後,我黨中央婦女組主任之職,已經由南茜林接任,希望我們新任的中央婦女組主任南茜林,將為婦女組帶來全面的改變,帶動婦女姐妹們果敢的站起來發表為民請命。 

  青年團與婦女組,乃是黨未來的接班人,希望青年團及婦女組均能不斷的與時並進,時時與國陣的領袖們維持友好的關係,尤其是很多巫統青年团以及妇女组領袖們,都是部長級的人物,這將有助於政治道路上的發展,及取得成功的經驗。 

      我也希望青年團與婦女組們能夠緊密團結,希望青年團在團長陳俗仁、婦女組在南茜林的領導下,能夠精誠團結,發揮最大的力量,促使黨整體的強大。 

  當我黨能夠繼續的壯大後,人民將會給予我們更大的尊重,而我黨也不會輕易的受到外人或反對黨的攻擊。    

      在最近舉行的我黨亞庇區部常年代表大會上,我曾提及古達媽祖課題,遺憾的是,我的言論卻引起一些甲必丹級的領袖,作出許多不切實際的攻擊。 

  我當初已說得非常得清楚,媽祖建成與否,並非自由民主黨首要關切的問題,我們所關切的首要問題,乃是一項工程被援引地方政府法令第十五條文所撤銷。 

  我也感到奇怪,為何事到今天,仍然沒有任何人能夠針對地方政府法令第十五條文的問題,作出任何的回應與解釋。 

  地方政府法令第十五條文闡明,所有發展工程的藍圖,均須經過城市策劃中央委員會的批准,才屬合法。 

  無論如何,据我所知,在古達媽祖課題發生前,州內大部分建築物的發展藍圖,都没有經過中央委員會的批准,只需由各縣的地方議會通過與批准,成為合法的藍圖,而地方議會已經擁有中央委員會的代表。 

      在媽祖課題發生後,政府便在州議會尋求通過所謂的十五條文,制定日後所有的建築藍圖,都必須呈經州城市發展局的中央委員會批准。 

  從這一點,我們可以清楚的看出,州政府制定此項條文,顯然是針對古達媽祖計劃而來,此項條文根本是多此一舉,為人民帶來更多的不便。

      在過去幾十年以來,州內很多的建築物都沒有經過中央委員會的批准,為何在媽祖課題發生後,才实行這樣的條文? 

  雖然古達媽祖課題已經被帶上法庭,但是法庭到今天為止,僅因古達媽祖基金會註冊問題而撤銷有關案件,但畢竟法庭尚未針對誰對誰錯,有任何的定案。 

  我仍然記得,數年前當現任首相拿督斯里納吉仍是副首相時,曾在斗亞蘭出席一項集會時,說明斗亞蘭回教堂與龍山廟非常接近,而讚揚斗亞蘭的各族人民可以和諧相處,沒有任何的隔膜。 

      基本上,首相的此番言論,也適用於古達媽祖的建起,亦不會傷害古達人民的和諧與安寧。 

      我只是想要問,如果当时第十五條文被援用於教會計劃或私人計劃發展,各界會有甚麽感想? 

  最令人遺憾的是,州政府最近又在古達批准一項由海南會館所發起的媽祖計劃,而且这些领袖也深知政府援引第十五條文乃是不恰當的作法。但令人感到悲哀的是,他们竟可以接受如此的情況。 

  我們認為,不論海南會館在古達興建的媽祖計劃與否,州政府都必須針對由丹斯里章家杰所發起,又遭撤銷的媽祖計劃,向人民作出一個交待。

      各位同志,在最近舉行的斗湖四區部聯合常年大會上,我也曾就永久居留權的課題作出評論,而上述評論,也是沿著我國首相拿督斯里納所提倡的『一個馬來西亞』範圍而論。 

      在我的原稿中,我已清楚的說明,若我們要真正的達到『一個馬來西亞』的目標,可能需要十至廿年,甚至卅年的時間,才能夠落實這個理想。 

      所以我在講詞中提及,我們應該從教育開始,從孩子著手,灌輸孩子們的愛國意識,教育孩子們互相尊重不同的宗教、信仰與種族,真正的落實『一個馬來西亞』的目標。 

      可是當我作出上述評論之後,便看到一些國陣成員黨及反對黨,不斷的作出強烈的抨擊。 

  其實我們可以看到,聯邦政府每年都撥出大筆的款項,充作沙巴及砂拉越兩州的發展,尤其在鄉村、道路、電供及水供方面,相信在廿、卅年後,沙巴肯定會比西馬任何一個州屬先進,能與西馬的州屬平起平坐,以達到『一個馬來西亞』的願望。 

  在報章上看到一些人士抨擊說,若政府開放移民條例讓西馬及砂拉越人前來沙巴,將會剝削本地人的就業機會。 

  但我們所看到的事實是,很多來自本州的年青男女,包括很多土著,都一窩蜂的湧到西馬工作;基本上在本州擔任店員的薪金,也僅有五至六百令吉;反觀在西馬的薪金,則高達一千五百至兩千令吉。 

  在這種情況之下,若我們硬說西馬人會湧入沙巴就業,乃是錯誤的觀念;其實前來沙巴的西馬及砂拉越人,有很大部份都是投資家與參與沙巴發展的發展商。 

  我們可以看到他們前來本州投資,尤其是酒店業、餐館業、旅遊業、設立工廠及種植業等,基本上都是前來本州進行投資的;與此同時,他們所聘請竹旳員工,絕大部份都是本地人,意味著許多來自西馬及砂拉越的投資家,不僅帶動本州的經濟發展,更為本州造就更多的就業機會,對整體而言,受惠的還是沙巴人。 

  在我的講詞中亦提及,上述投資家與發展商,在本州也定居了十至廿年,孩子都在這裡出生與求學、有者更在這裡成家立業。 

  我所要強調的是,任何在本州居留了十至廿年,擁有良好的記錄及對本州的發展有作出貢獻的外州人,應獲政府自動頒予永久居留權,難道連這一點點的方便,我們都不應該給嗎? 

  我感到遺憾的是,在此項課題被廣泛談論之後,我陳樹平或自由民主黨甚至被指責出賣沙巴人民的利益。

      試問我或自由民主黨如何有能力出賣沙巴人民的利益?其實真正有權出賣沙巴人民利益者,乃是那些身居高職,包括擔任首席部長或部長級的一些領袖。 

  我記得前首席部長拿督哈里士在報章上說得非常的清楚,當沙巴團結黨執政時,有多少的土地被讓給西馬的大公司;其中座落於東海岸的瑪布島,一直以來都因為環境保護的大前堤,而不被允許興建任何的建筑物。 

      但是最近我們卻看到瑪布島将出現了許多的建築物,而且有关工程却转让给外州。 

      在這裡我不禁要問,到底是誰在出賣沙巴人民的利益? 

  我也希望擁有官位的領袖們,自己會深入的去思考,不到等到我作出評論之後,反而向我作出種種的抨擊,其中的大權,是操在他們的手中,而不是我陳樹平或自由民主黨的手中。 

      各位同志們,我國首相拿督斯里納吉極力提倡『以民為先』的施政口號,今天我們的確很感謝聯邦政府撥出大筆的款項,推行本州的各項發展,尤其在提升本州的各項建設、鄉村發展等。 

  可是我們認為,今天在州內,仍然存在著對沙巴國陣領導層不滿的情緒,很多時候,在首相拿督斯里納吉來訪時,所到之處都是事先已經受到特別的安排與佈置,只讓首相看到好的一面。 

  但州內不好的一面,首相卻沒有機會親身體驗,其最好的例子便是首相拿督斯里納吉來訪時,搞得全州人民怨聲四載,被列為危樓的伊麗沙白醫院,卻沒被首相看見。 

  我們建議,首相拿督斯里納吉下一次來訪時,應該以突擊檢查的方式巡視本州的各項設施,以便更深入的真正了解沙巴人民的意願、和所面對的問題。 

  我們也不希望,首相只聽取一小撮人的報告或傳達的訊息,就誤以為沙巴是一個沒有課題的州屬;今天的沙巴,表面看起來似無課題,但是我們卻沒有真正的看到沙巴人民的心中,所隱藏的不滿與動蕩。 

      这二十年以来,自由民主党自认对国阵都是衷心耿耿的。或许以上的评论会让某些领袖感觉不满,但事实上这些领袖基本上没有尊重我们自由民主党以及我们的党主席。而自由民主党的领袖绝不会为了保住官位而失去自己的尊严与原则。 

      在此,我謹以愉快的心情,宣佈我黨中央青年團與婦女組代表大會,正式開幕。
