The 10MP Key Points and what it means

First of all, let us analyze the so-called “Thrust”.  

“Charting development for a high income nation” It doesn’t say much about the inflation factor though and neither does it make comparison to other nations. Let us put it this way; Indonesia is a high income nation whereby the average income is IDR250,000. Work four months and you are a millionaire!
“6 pct growth target” Wishful thinking. Ahem … 6% growth in 4 years equates 1.25% growth a year.
“Per capita income to increase to RM38,845 (US$12,139) by 2015” And a sack of 10kg rice will cost RM100 by then.
“Creating private sector-led economy” Meaning the government will privatize more profitable government agencies and leave those non-profitable ones for the next PM to handle.
“Supporting innovation-led growth” Whatever it means…
“Full employment” Kakakakakakakaka
“Restructuring of subsidies” From almost non-existent to absolute zero.

Now we shall analyze the “Allocations”. The 10MP has been allocated a total of RM230 billion which will be separated into “60% physical development” and “40% non-physical development”. 

The 10 Big Ideas (who came up with all these monikers anyway?) are: 

“Internally driven, externally aware” Sound like someone being raped.
”Leveraging on diversity internationally” As quoted by Koh Tsu Koon … but what does it mean?
”Transforming to high-income through specialisation” Specialization of WHAT???
”Unleashing productivity-led growth and innovation” Do you mean that we have been hoarding them so far (to finally unleash them now?)
”Nurturing, attracting and retaining top talent” All clever dicks are to have their passports impounded.
”Ensuring quality of opportunities and safeguarding the vulnerable” Applicable to civil servants only
”Concentrated growth, inclusive development” Slogan for (failed) Iskandar Development Region (IDR)
”Supporting effective and smart partnerships” Umno-Umno partnerships
”Valuing environment endowments” Go hug a tree (I said “hug” not “f…”)
”Government as a competitive corporation “ Sounds like tax hikes

 

And we have the 12 National Key Economic Areas: 

Oil and gas Oil: To remove all local subsidies.

Gas: What we let go from indigestion.

Palm oil and related-products Get BNM to do another “corner the market” like what we attempted to do with tin ore.
Financial services To have more Swiss accounts
Wholesale and retail To charge RM100 per license for individual products being retailed in shops. Sell 100 items, need 100 licenses.
Tourism Grab those Thai tourists now that their people are uprising against their Gomen.
Information and communications technology Get Mossad in to do the wiring of the new Parliament.
Education Get more Nigerians to study here.
Electrical and electronic Electrical: More coal fired IPPs

ATTRACTING TALENT
Talent Corporation to be set under PM’s Department in 2011 to source global top talent including among Malaysian diaspora We need more Nigerians to print more USD for us.
Simplify hiring of foreign talent Did you people happen to include RELA in this?
Flexibility for foreign talent to change jobs From housemaid to PRO China dolls.
Spouses of foreign talent to take up employment As housewives???
Exemption for foreign talent to bring in foreign domestic help Malaysia becoming United Nations
No time limit on employment visa of skilled foreign talent earning more than RM8,000 per month And charge them RM96,000 to renew their visas every year.
Open visas to be issued to high skilled foreign professionals My maid is “highly skilled” in mopping floors and washing dishes.
Highly skilled foreign professionals allowed to purchase houses costing RM250,000 and above Yeah, whack their pockets.
National Talent Blueprint by 2011 to identify talent needs of priority economic sectors Identify, maybe. Training suitable candidates, no.

 

ENHANCING BUMIPUTERA ECONOMIC PARTICIPATION
30 pct target Bumiputera corporate equity remains Hahahahaha. What has changed?
Develop a Bumiputera commercial and industrial community I thought that was already achieved? These people already have their HQ at Umno Building.
Create stronger and more competitive industry champions  Sounds more like a Bumi enforced monopoly.
Broadening wealth ownership to ensure sustainability Means more than 30%.
Promoting Bumiputera representation in high-paying jobs through enhanced capability building and demand-side incentives And then get the better qualified non-bumis to work as their assistants.
EMPLOYMENT
To grow at 2.4 pct yearly to create 1.4 million jobs mostly in services sector All the Gomen needs to do is to chase the Indons and Burmese out from the restaurants and we would have instantly created 3 million jobs.
Employment to reach 13.2 million jobs in 2015 Statistics Department maneuvers.
Full employment status with unemployment rate of 3.1 pct in 2015  Full employment = 3.1% unemployment???
RAISING EMPLOYABILITY
Standardized and recognition of Technical Education and Vocational Training (TEVT) by Malaysian Skills Certificate Forcing the GLCs and Foreign companies to hire MARA graduates.
RM150 million to train 20,000 school dropouts Of BN descent only???
RM7.5 million to train coaches, instructors and facilitators Coaches, instructors and facilitators of what?
Strengthening performance culture in universities Let us copy the Indonesian cultural dance
REFORMING LABOUR MARKET
More flexible labour market How??? Bend over and get …
Upgrade skills of existing workforce MARA perhaps? Do remember that MARA only admits Malays …
Enhance Malaysia’s ability to attract and retain top talent Foreigners to be granted Bumi status.
RM80 million for Relief Fund for Loss of Employment from 2010 to 2012 to provide assistance to workers retrenched without compensation Better get retrenched between 2010 and 2012 but not after that.
Part-Time Work Regulations under Employment Act 1955 to be introduced to tap workforce from amongst housewives, retirees and disabled persons Not even sufficient full-time jobs around but need to create part-time jobs.
Increase female labour force from 46 pct in 2010 to 55 pct in 2015 Legalize those China Dolls!!!
RM500 million each to provide loans to workers and school leavers for training and skills upgrading Great if the RM500 million reaches its intended targets …
RM50 million to continue the matching grants for training and skills upgrading of small and medium enterprise employees Who is in charge of SMIDEC these days?
RM50 million to fund apprenticeships involving more than 8,000 students From MARA only
RM50 million to co-sponsor employees to obtain industrial PhDs Then have those PhDs migrate elsewhere
RM350 million allocated to continue programme of partial financial assistance for PhDs in local universities started in 2009 Why the trouble? Just buy it lah.

 

INFRASTRUCTURE TO SUPPORT GROWTH/PRODUCTIVITY
Broadband penetration of 75 pct by 2015 With speeds of 1kb/hour
RM2.7 billion to build roads and rails leading to key ports and airports to improve trade efficiency and logistics systems And who is going to get the “closed tender” contract?
Energy security through development of alternative sources i.e. hydro, coal and liquified natural gas by 2015 Oh no … not another Bakun Dam.

  

INCLUSIVE SOCIO-ECONOMIC DEVELOPMENT
Elevate livelihoods of 40 pct of households How???
Ensure Bumiputera economic participation From 30% to 95% (5% left for MCA & MIC)
Reduce poverty from 3.8 pct in 2009 to 2 pct in 2015  Need at readjust what the classification is. Used to be RM300, now it is RM200
Raise average monthly income of bottom 40 pct of households from RM1,440 in 2009 to RM2,300 in 2015 But forgot about the inflation rate
Increase percentage of SPM qualification and above in bottom 40 pct of households from 30 pct in 2009 to 45 pct in 2015 Passing mark now is 20 out of 100.
Education assistance for children from bottom 40 pct of households Selective selection?

 

SOCIAL SAFETY NET
Housing assistance for rural poor With home loans only from CIMB and guaranteed by the Gomen against defaulters.
Affordable housing and low-cost housing expanded for urban/semi-urban poor 161,000 new affordable housing planned but only 78,000 allocated for the poor.
Income support for eligible groups within 40 pct of households when subsidies are restructured Eligible groups? Who makes the decisions?
Income support for disabled old and single mothers One of the better programs but will it happen?
Encourage GLCs to tailor CSR programmes to target the needy S.L.W.K.T.K.W.S. (Sounds Like What Koh Tsu Koon Would Say)
1Malaysia clinics expanded to urban poor and other underserved areas Alias Biro Tatanegara

 

SPECIAL TARGET GROUPS
Halve poverty among Orang Asli communities in Peninsular Malaysia to 25 pct in 2015 Convert them and change their status to Bumiputeras and then put them on Gomen subsidies.
Reduce poverty among Sabah ethnic minorities from 22.8 pct to 12 pct and Sarawak ethnic minorities from 6.4 pct to 3 pct
Financial assistance to Chinese new villages to renew land lease, upgrade homes and fund business Operative word is “new” villages. What if there are no “new” Chinese villages?
Improve access to basic amenities in estates and re-skilling programmes for displayed estate workers What does “displayed” estate workers mean?

 

BASIC INFRASTRUCTURE
6,312 km of new roads in Peninsular Malaysia, 2,540km in Sabah and 2,819 km in Sarawak to benefit 3.3 million people nation-wide Built by BN cronies.
Clean water to 99 pct rural households in Peninsular Malaysia, 98 pct in Sabah and 95 pct in Sarawak  Meaning 1% in Peninsular Malaysia, 2% in Sabah and 5% in Sarawak will get dirty water.
Electricity for rural areas almost 100 pct in Peninsular Malaysia and 99 pct in Sabah and Sarawak  More coal-fired power plants being lined up.
At least one 1Malaysia telecentre in every sub-district (mukim) to promote broadband    And then limit their usage to 5G a month (very possible as the average speed is 1kB/second.

 

BUILDING A PROGRESSIVE AND MORE INCLUSIVE SOCIETY
Empowering women a key agenda by increasing numbers in decision making, labour force, support for widows, single mothers and low-income women Women to be selected as supervisors and Men to be selected as administrators.
Eliminating all forms of discrimination against women One of the better plans but who do you get to enforce it?
Youth development programmes to create generation of forward-looking, academic driven and career achievement generation Vroom …Vroom … (Mat Rempits)
National Youth Skills Institute (IKBN) skills courses to be expanded to offer greater options and also soft skills and leadership training New skill courses include how to make $$$ without working (Political Science 101) Lecturer Extraordinaire: KJ
Number of youth associations to increase from 5,000 to 11,500 More associations to make police reports against the Opposition
Protection of children to be enhanced  through quality childcare services and enhanced rehabilitation centres and child welfare homes Monthly fees are RM5,000 per child (meals not included).
Community awareness programmes to protect children interest 1Malaysia perhaps?
Police screening for child carers to address issues of abuse RM500 per applicant (No receipt given)
Alert system similar to U.S Amber Alert bulletin for lost/missing children To be printed on all Maggi Mee packets becos that is all we will only be able to afford.
Emphasis on health and well-being of older persons to live dignified and fulfilling lives And how is the Gomen gonna do that?
100 pct tax rebate on costs to retrain older persons to be continued Nothing new here.
Database under Jobs Malaysia for older persons will be promoted to increase greater awareness for those looking for jobs First you need to get the employers to hire them. Creating a database won’t help.
Day care centres for older persons to be expanded From 100 square feet to 101 square feet.
Government to actively pursue 1 pct employment for persons with disabilities in civil service We already have that…we have a lot of severely financially disabled civil servants.
Government to look into establishing specialized learning institutions and vocational schools for persons with disabilities “A” for “Apa macam, encik?” (Normal questioning when stopped for traffic offences)

 

EDUCATION SYSTEM
Revamp education system to focus on implementation and delivery capability And then get the teachers to sweep the floor as well.
Reinforce importance of values and ethics in education system More books for the students to carry. Schoolbags now weigh in excess of 10kgs.
181 Permata centres to be set up throughout country With an enrolment of 181 specially selected students (preferably from BN parents)
Pre-school enrolment to be increased from 87 pct by 2012 and to 92 pct in 2015 One of the better suggestions … implementation is of course another thing.
Entry age for schooling to be lowered from 6+ to 5+ in line with many developed countries One more year for private early learning institutions to whack the parents’ wallets.
RM400 million for Literacy and Numeracy Screening (LINUS) programme between 2010 to 2012 to ensure all students have basic literacy and numberacy skills after first three years of primary education What are the teachers doing in classes (assuming that they are present in class)?
Strengthen learning of Bahasa Malaysia and English Yeah, SPM “A” achievers in English who can’t speak a word of England-nish.
Investments in school infrastructure and facilities especially for rural schools in Sabah and Sarawak Definitely not in Sibu or Sri Tanjong.
RM140 million to develop 100 high performing schools by 2012 Managed by our “1st Lady wannabe” no doubt.
RM160 million for reward programme between 2010 and 2012 for head teachers and principals What about the poor teachers?
Leadership training for 14,000 school officials every year by Institute Aminiuddin Baki from current level of 8,000 Institute Aminiuddin Baki = Biro Tatanegara???

 

VIBRANT LIVEABLE CITIES
Making quality of life core of urban projects Good quality of life or Bad quality of life? It doesn’t say …
Planning communities and neighbourhoods Sounds like gerrymandering.
Development to encourage living, working and leisure within same compact areas One room, 200 square feet flats.
Focus on seamless public transport connectivity But you all have to turn into sardines first …

Bus Rapid Transport (BRT) system to be considered to link growth centres in the Iskandar region of Johor         Need to do that becos nobody wants to invest in IDR
Government will review potential of expanding Suruhanjaya Pengangkutan Awam Darat (SPAD) scope to Sabah and Sarawak pending successful implementation in Peninsula Botak’s reward for signing the ISA warrants.

50 additional 1Malaysia clinics to be set up in urban poor and over underserved areas Manned by 1Malaysia doctors. OMG!!!
Four new and four replacements hospitals costing RM600 million will be completed in first two years of 10MP. They include National Cancer Institute and the Cheras Rehabilitation Centre However no qualified doctors to man them because the Gomen forgot to allocate funds for them.
Mapping of existing healthcare providers to identify gaps to streamline health service delivery You mean “private” healthcare providers? BTW, who owns Pantai Healthcare?
Mobile clinics, flying doctor services and village health promoters to be expanded to remote areas Ring…ring…ring…ring… (no answer)

 

ACCESS TO QUALITY AND AFFORDABLE HOUSING
161,00 new units of public housing Demolishing 200,000 old public housing within the golden triangle …
Housing designs to incorporate Green Building design and technology At what cost? Won’t be “affordable” anymore.
78,000 units low-cost public housing units for qualified individuals of less than RM2,500 per month 161,000 “new” public housing but only 78,000 are allocated for the poor. Who owns the other 83,000 units?
One federal agency responsible for federally-funded housing instead of several ministries and agencies “One Ring to Bind Them All”…”One Pengarah to Sapu them All”.
RM500 million to set up Housing Maintenance Fund to assist residents of both public and private low-cost houses for major repair and maintenance based on 50-50 matching grants from residents This means that the low cost home owners need to foot the other RM500 million.
Government to continue assistance to rehabilitate abandoned projects What about going after the developers that abandon the projects after collecting the down payments?

 

SOLID WASTE MANAGEMENT
Federal government assumes full responsibility of solid waste management from local authorities Full responsibility to PRIVATIZE them later?
Collection of household solid waste to be privatize to three concessionaires with contract negotiations expected to be completed by end 2010 What did I tell you people … go on, ask me for the 4 numbers.
Other private operators to be licensed to operate solid waste management and public cleansing services More expenses for the layman … Next in line for privatization will be the non-solid air management. You pay according to the size of your nostrils.
Waste collection for households twice a week and daily for wet markets. Existing 112 unsanitary landfills to be closed and rehabilitated, some to be upgraded to sanitary landfills. Who’s gonna get this “yummy” contract?

 

SAFER STREETS AND SAFER COMMUNITIES
RM2.04 billion for programmes to encourage volunteerism to fight crime Oh … RELA.
Reduce crime index by 5 pct yearly 2015 to cut overall crime by a quarter Better inform the criminals.
Increase volunteer police by 5,000 by 2015 Oh no … more draculas in uniform. The odds against making a clean (and illegal) U-turn diminishes …
RM2.4 billion to upgrade police stations, living quarters and improve career prospects to motivate police No comment … really!
Improve effectiveness of treatment of drug addicts to reduce crimes driven by drug abuse Feed them sleeping pills by the buckets.
RM120 million to support Skim Rondaan Sukarela under Rukun Tetangga Get a legal day off from work the next day. RT chits sold at RM20 each. Discount available for bulk purchases.
Expand Rakan Cop scheme for citizens to report crimes or suspicious behavior via SMS But no one is manning the SMS centres.
RM150 million allocated for Safe Cities Programme Safe Cities in a rising crime environment?

 

VALUING THE ENVIRONMENT
Renewable energy target of 98MW by 2015 to contribute 5.5 pct to total electricity generation But not to rural areas.
Phasing out incandescent light bulbs by 2014,  to reduce carbon dioxide emissions by 732,000 tonnes and reducing energy usage of 1,074 gigawatts a year No more street lights.
States encouraged to gazette forests especially water catchment areas Thought that was a Fed Gomen job?
More trees to be planted with non-government organisations What about Gomen organizations?
Step up implementation of Clean Air Action Plan Tell that to the Indonesians
Implement Central Forest Spine of 4.32 million hectares in Peninsular Malaysia and Heart of Borneo of 6 million hectares in Sabah and Sarawak And then grant some BN company the timber concession.
National Tiger Conservation Action Plan to be implemented to increase protection and increase tiger population Roar! What about the “draculas in uniforms”?
