On 28th February 2018, the Registrar of Societies (RoS) sent Parti Pribumi Bersatu Malaysia (PPBM) a letter asking the party to submit the Minutes of the branch and division meetings and gave them 30 days until 30th March 2018 to do so.

On 17th March 2018, the PPBM President, Muhyiddin Yassin, said PPBM will not be able to submit the Minutes of the Meetings of its division and branches to the RoS within the 30 days required because the party was still in the process of setting up its branches and getting approval from the RoS. PPBM members want to know what documents Shahruddin sent to the RoS since no branch and division meetings were held

On Friday, 30th March 2018, PPBM said they had already submitted all the documents required by the RoS. Whether this includes the Minutes of the branch and division meetings was not mentioned so a number of party members are asking the party Secretary-General, Shahruddin Md Salleh, to clarify this.

Did PPBM submit the Minutes of the branch and division meetings? If so then when were these meetings held because none of the members were invited to any branch or division meetings unless they were only ‘paper meetings’.

And who signed the attendance to these meetings? Was it done the same way that Tun Dr Mahathir Mohamad got his 1.3 million signatures for his Citizens’ Declaration two years ago in March 2016? Out of the so-called 1.3 million signatures on that Citizens’ Declaration, more than one million were fake.

Muhyiddin said PPBM cannot comply to the RoS letter so what documents did they submit to the RoS on 30th March 2018?

So, either PPBM did not hold any branch or division meetings — so they did not submit the Minutes of the Meetings to the RoS — or else they held ‘paper meetings’ and the attendance lists they sent to the RoS are fakes.

PPBM’s announcement on 30th March that it had already submitted the documents to the RoS is merely a public relations exercise to show it is cooperating so that in the event the party gets deregistered it can cry victim of political persecution and gain public sympathy. But the documents PPBM sent to the RoS are as relevant as Mahathir’s 1.3 million signatures on his Citizens’ Declaration that he sent to His Majesty the Agong two years ago.

A PPBM member in Selangor claims that the party’s grassroots are alarmed at reports that the leadership has submitted all documents required by the Registrar of Societies (RoS) although many divisions and branches have yet to hold annual general meetings (AGMs).

Gombak PPBM division’s Mohd Azimin Muhamad said secretary-general Shahruddin Md Salleh should clarify on the status of the meetings and clear the air over “a fact that was clearly manipulated.”

“What meetings? Not just in Selangor, but we have also contacted our friends in Penang. They had never sat for any meeting either at the branch or divisional levels.

“So what kind of a report concerning the matter was sent to the RoS?” he was quoted as saying by New Straits Times at a press conference today.

“I believe that this is not only just a form of fraud against the RoS but a betrayal to all party members nationwide,” he said.

RoS had sent a notice to PPBM on Feb 28 to provide a report on minutes of meetings of its divisions and branches, as well as the party’s financial report, within 30 days or face the risk of de-registration.

On March 29, PPBM executive secretary Captain (Rtd) Muhammad Suhaimi Yahya said in a video clip released by the party that they had fulfilled what was required by RoS.

He said the party had submitted the materials in full on March 27 and 29.

Earlier, PPBM media officer Mohd Ikhmal Abu Bakar was reported by The Star as saying that the party had filed all the documents requested on March 29.

“Confirmed. Everything has been done,” he was quoted as saying.

On March 16, PPBM president Muhyiddin Yassin had said the party would not be able to furnish the documents before the deadline given.

He said RoS had only approved the setting up of the divisions last July, adding that no organisation could hold an AGM in less than a year of its establishment.

Azimin said RoS should take action if the report on the meetings was found to be fraudulent.

He said he would not hesitate to lodge police reports nationwide over the issue, which he claimed would create political disorder and strained ties between PPBM members and their allies in Pakatan Harapan (PH).

“And if something was to happen to PPBM following RoS’ actions, are we going to be beggars before other parties in Pakatan Harapan, and seek shelter from them?” he said.
