(FMT) – The Center to Combat Corruption and Cronyism (C4) today called on Penang to put the undersea tunnel project on hold amid concerns over “controversies and mysteries” surrounding the project.
It also urged the Malaysian Anti-Corruption Commission (MACC) to speed up its investigation to shed light on “all possible malfeasance” involving the project and its contractor. (READ MORE HERE)

C4 is trying to give an impression that the MACC investigation into the corruption involving the Penang Undersea Tunnel has not been completed yet. They also use phrases such as “controversies and mysteries surrounding the project” rather than say “corruption involving Lim Guan Eng and other DAP leaders”.
The initial investigation was done in January 2018. In February 2018, Consortium Zenith Construction Sdn Bhd managing director, Zarul Ahmad Mohd Zulkifli, paid RM22 million in bribes to get the MACC to close the investigation. In March 2018, the MACC took Zarul’s statement a second time.

What Zarul said in March 2018 was that he had been given a copy of his January 2018 statement and remembers what he told the MACC. He also stands by his statement and knows he must tell the truth. He also understands Section 30(3)(b) of the Anti-Corruption Commission Act 2009.
In short, Zarul is saying he has told the truth, the whole truth, and nothing but the truth and he stands by what he said in January 2018 and does not wish to change his statement or retract anything he said, which was two months before that.
Zarul then continues on page 46 to relate the story behind the RM22 million bribe he paid to close the investigation behind the corruption involving the Penang Undersea Tunnel.

Now, G. Gnanaraja, who was mentioned in the March 2018 statement that Zarul made to the MACC, has been arrested and charged with 68 counts of money laundering involving RM11.4 million (even though Zarul paid him RM19 million). However, no action has been taken against all those people who Zarul mentioned in his first statement two months before that in January 2018.

The crime that Gnanaraja committed is of receiving RM19 million as under-the-table money to ‘settle’ another crime of bribery and corruption. It is basically a crime to cover a crime. However, the Attorney-General takes action on the crime to cover a crime but does not take action against the crime itself, the ‘original sin’.
And now C4 is suggesting that the MACC investigation has not been completed yet.
That is a blatant lie. The investigation has already been completed and the Attorney-General has been given the full investigation report. “According to sources and those close to the investigation who wish to remain anonymous” (to quote The Star and Sarawak Report), MACC’s investigation report is sitting on his table. The Attorney-General just wants to make it look like the MACC is still looking into the matter and hence no action can be taken yet.

That is what is really going on here, not the spin from C4 who are trying to make it look like the MACC is still investigating the matter and has not completed their investigations yet. C4 is Pakatan Harapan, just like Bersih, so whatever C4 says is the Pakatan Harapan narrative.
