The planned November vote of no confidence against Muhyiddin
Under normal conditions, a vote of no confidence means Parliament must be dissolved and, to protect democracy, fresh general elections must be held. Under the current “New Normal” conditions, a vote of no confidence means Parliament must be suspended and, to protect the lives of Malaysians, a state of emergency must be declared.

Tun Dr Mahathir Mohamad and Anwar Ibrahim both want a vote of no confidence against Prime Minister Muhyiddin Yassin to be passed in Parliament. And the reason is simple.
Seri Paduka Baginda Yang di-Pertuan Agong must (or can) appoint a Prime Minister who in His Majesty’s opinion (or judgement) may (or probably can) get the confidence of the majority of the House (meaning at least 112 Members of Parliament), but the Agong CANNOT remove or sack that Prime Minister.
And why is that? Simple! Because the Agong is a constitutional monarch, not an absolute monarch. If the Agong can or does sack or remove the Prime Minister, then His Majesty is no longer a constitutional monarch but an absolute monarch.
Hence Anwar’s attempt to get Seri Paduka Baginda Yang di-Pertuan Agong to sack Muhyiddin Yassin and appoint him (Anwar) the new Prime Minister or PM9 was a spectacular and epic disaster. Anwar was chased out of the Istana Negara, figure of speech, of course, with his tail between his legs.

The only way now would be to get a vote of no confidence against Muhyiddin passed in Parliament. And if the Speaker will not entertain a motion of no confidence, then a backdoor vote of no confidence can be done. And this would be by sabotaging Budget 2021 and make sure it does not get passed.
This happened back in the 1600s in England when Parliament blocked the Bill by King Charles 1 for his Budget to be approved, which involved the raising of taxes to finance government expenditure and wars.
When Parliament blocked the Budget Bill, Charles suspended Parliament and ruled as an absolute monarch and no longer as a constitutional monarch for the next 11 years.
So, let us say Parliament blocks or sabotages Budget 2021. That would mean on 1st January 2021, the government can no longer spend any money.
People would not get paid and will need to loot shops in search of food
It would be against the law to pay the government’s hutang for goods, services and contracts.
It would be against the law to pay the salaries of the government servants and staff.
The police and armed forces would not be paid.
Doctors and nurses would not be paid.
Hospitals can no longer perform surgery, attend to sick people, or buy medicine.
Police would be off the streets and would have to stay home.
Hospitals and schools would have to close.
Contractors and suppliers would go bankrupt.
Construction would come to a stop because contractors would run out of money.
Martial law would be declared and the army would be on the streets to help restore order
Muhyiddin Yassin would have to request an audience with the Agong to inform His Majesty that the government is broke and the country has ground to a halt and in crisis and that chaos is going to sweep the country. Many Malaysians are dying because healthcare is no longer available. And 1.6 million Malaysians plus another 6 or 7 million dependents are penniless and cannot buy food because the government cannot pay their salaries.
People will take to the streets and loot shops and supermarkets in search of food. There will be clashes on the streets and people will get injured or killed. Some will attack the homes of Pakatan Harapan politicians who are the cause of the catastrophe and which has resulted in people not getting paid, going hungry, and getting injured or killed.
The only way to save Malaysia would be to suspend Parliament and declare an emergency. Muhyiddin would be appointed the caretaker Prime Minister until it is safe to dissolve Parliament to make way for GE15, maybe in a year or so towards the end of 2021.

Under martial law the army would be asked to restore order and shoot troublemakers if necessary. People can be detained without trial and the Prime Minister has the power to pass laws without first having to go to Parliament.
Democracy would have to be suspended to protect the country from collapsing.
